      Requires annual training for up to twenty prosecuting attorneys and deputy prosecuting attorneys on investigating and prosecuting sexual assault cases.

      Creates the sexual assault prosecution assistance program.

      Directs the employment of ten investigators to be assigned to the program.

      Creates a state-wide committee on sexual assault.

      Directs the department of social and health services to provide up to one legal advocate for each sexual assault program.

      Provides for restrained visitation rights when a child is physically or sexually abused.

      Requires all applicants as defined in RCW 43.43.830 to be fingerprinted.

      Provides that a person found guilty of specified offenses shall be monitored for a period of ten years after completion of the sentence.

      Makes various appropriations to carry out the purposes of the act.
