      Creates the center for recycling markets development in the department of trade and economic development.

      Specifies the goals of the center to further the development of markets for recycled products.

      Provides for an advisory committee.

      Terminates the center on June 30, 1996.

      Requires the development of packaging policies to restrict heavy metal and plastic components of packages which are harmful to people or the environment.

      Establishes financial incentives to encourage recycling.

      Makes appropriations to carry out the purposes of the act.
