SB 5738 - DIGEST

      Requires negotiations between employers and bargaining representatives of educational employees to begin not later than May 1st of any year in which the contract shall expire.

      Requires any mediation procedures to be completed before July 15th.

      Provides for creation of an interest arbitration panel if an impasse in negotiations is reached.

      Prescribes the authority of the panel and designates the factors for consideration in making its determinations.

      Provides for a contempt proceeding if any party refuses to submit to the procedures set forth in the act.
