      Creates an upland bird advisory committee.

      Directs the department to study and fully fund the existing game bird farms on Whidbey Island and in Lewis county, and to study the need for additional bird farms for both western and eastern Washington.

      Directs particular emphasis on enhancement of pheasant populations, including a study of the feasibility of pheasant-rearing programs for inmates of state institutions.

      Establishes fees for pheasant permits.

      Makes an appropriation of seven hundred seventy thousand dollars to carry out the purposes of the act.
