      Defines terms.

      Establishes project DREAM, a pilot program for academic excellence for underachieving, at-risk students.

      Specifies individual programs in the project.

      Establishes responsibilities for adult advisors and the students.

      Designates the department of public instruction as the lead agency to coordinate the project.

      Requires each school district which participates in the program to submit annual reports.

      Directs the organization of a speaker's bureau of prominent role models, with an emphasis on minority role models.
