(DIGEST AS ENACTED)

      Revises the amounts of operating fee foregone revenue from tuition waivers for institutions of higher education.

      Revises the general fund and operating fees account appropriations for the state board for community and technical colleges, for the University of Washington, for Washington State University, for Eastern Washington University, for Central Washington University, for the Evergreen State College, and for Western Washington University.

      Makes an appropriation to the department of social and health services to provide an increase in vendor payment rates.
