     Revises provisions of chapter 13.40 RCW.

     Revises provisions regulating compulsory school attendance.

     Revises provisions for housing of youths in crisis residential centers.

     Revises provisions for involuntary commitment and treatment procedures.

     Authorizes the counties to implement and operate a youthful offender discipline program.

     Authorizes school districts to participate in an exchange of information with law enforcement and juvenile court officials.

     Directs the department of social and health services to conduct a planning study of the children in its care to determine the appropriate level of residential and treatment services required.

     Creates a joint select committee to review and evaluate the work of the juvenile justice act task force.

     Provides that the act shall be null and void if appropriations are not approved.
