      Provides a penalty for a first offense of up to one thousand dollars or imprisonment of up to ninety days, or both.

      Provides a penalty for a second offense of up to one thousand dollars or imprisonment of up to six months, or both.

      Provides a penalty for a third offense of up to five thousand dollars or imprisonment of up to one year, or both.
