     On page 10, line 4, after "immediately." strike the remainder of the section and insert "The fees as they existed immediately prior to the effective date of this act, and not the fees provided under this act, apply to pending water rights applications filed with the department prior to the effective date of this act."

EFFECT:  The old water rights fees, and not the new ones, will apply to pending water rights applications filed with the Department of Ecology prior to the effective date of the act.
