     On page 4, after line 2, insert:

     "NEW SECTION.  Sec. 9.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing institutions, and shall take effect immediately."

EFFECT:  Legislation (and therefore, bond authorization) takes effect immediately upon signing by the Governor, rather than 90 days after session.
