     On page 3, line 21, strike everything beginning with "Include" through "70.24.210." on line 23, and insert the following:

     "Give primary and substantial emphasis to sexual abstinence as the best means, method and strategy for teen pregnancy prevention in a majority of each service provided by the project."

EFFECT:   Requires that pregnancy prevention services provided by teen pregnancy prevention projects give special emphasis to sexual abstinence.
