     Renumber remaining sections consecutively and correct internal references accordingly

EFFECT:  Section 3 is stricken.  Section 3 provided that law enforcement officers who have probable cause to believe that a person is committing a misdemeanor or gross misdemeanor involving physical harm or threats of harm to an animal may arrest the person without a warrant.
