     On page 3, beginning on line 8, strike all of sections 3 through 7.

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT:  Sections are removed that permit public colleges and universities to keep any money saved at the end of a biennium.  The section is also removed that states that the legislature intends to appropriate into the Fund for Excellence an amount equal to one-half of one percent of the proposed budget for higher education institutions.  Money in the fund would be used to support innovative institutional attempts to improve higher education.
