     On page 5, line 23, after "rules" strike everything through "state." on line 25 and insert ".  The higher education coordinating board shall report to the governor and appropriate legislative committees its recommendations for any statutory changes necessary to enhance institutional efficiencies.  In cooperation with affected institutions, the board shall work with appropriate agencies to reduce administrative barriers that do not require statutory changes."


 

 

 

 

EFFECT:  In its efforts to assist institutions of higher education to identify methods to reduce barriers to efficient operations, the Higher Education Coordinating Board may seek waivers of statutory requirements and administrative rules, but not on a pilot basis.  The Board will assist institutions to overcome those barriers by working with agencies to implement methods that don't require legislation, and recommend statutory changes that do require legislation.
