     On page 58, after line 8, insert the following:

     "NEW SECTION. Sec. 408.  The legislature reserves the right to amend or repeal any provision of this act. Nothing in this act is intended to establish a contractual right for any person or entity and nothing in this act shall be construed as establishing a contractual right for any person or entity.  Any change in the provisions of this act is not intended to be a taking of any property right and shall not be construed as a taking of any property right."

Renumber the sections consecutively and correct internal references accordingly.

EFFECT:  Establishes that the legislature reserves the right to amend or repeal any provision of the act, that nothing in the act establishes a contractual right for any person or entity, and that any change in the provisions of the act is not a taking of any property right.
