     On page 13, after line 11, insert the following:

     "(2) An institution of higher education may not purchase child care services by contract if the purchase will result in the reduction or elimination of any campus child care program that is either an integral part of, or is an approved practicum site for an academic or vocational program offered by the institution of higher education."

Renumber the remaining subsections consecutively and correct any internal references accordingly

EFFECT:  Prohibits institutions of higher education from contracting out child care services if the contract will result in the reduction or elimination of child care programs that are part of an academic or vocational program offered by the institution.
