     On page 3, after line 17, insert:

     "NEW SECTION. Sec. 2. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately."

EFFECT:  Adds an emergency clause.  The prohibition on mandatory measured service will otherwise expire before bill takes effect.
