    On page 20, after line 18, insert the following:

    "NEW SECTION. Sec. 29.  The following acts or parts of acts are each repealed:

    (1) RCW 34.05.610 and 1988 c 288 s 601;

    (2) RCW 34.05.620 and 1988 c 288 s 602;

    (3) RCW 34.05.630 and 1993 c 277 s 1;

    (4) RCW 34.05.640 and 1993 c 277 s 2;

    (5) RCW 34.05.650 and 1988 c 288 s 605;

    (6) RCW 34.05.660 and 1988 c 288 s 606.

NEW SECTION. Sec. 30.  Prior to final adoption of a rule, each agency shall file with the chief clerk of the house and the secretary of the senate a copy of the rule for review by the appropriate standing committees of the legislature.  Upon review, if a standing committee determines by majority vote that the rule is within the intent of the legislature as expressed by the statute which the rule implements, the rule is approved and may be adopted by the agency.  If not approved, the rule may be modified by the agency so as to conform with the intent of the legislature and resubmitted for approval by the standing committees."
