BACKGROUND:

 

A person may not carry a pistol concealed on his or her person without a concealed pistol license. 

 

Application for a concealed pistol license may be made to a judge of a court of record, police chief, or sheriff.  The license must be issued within 30 days after submission of the application.  The license must be issued within 60 days if the applicant lacks a Washington identification card or driver's license or has not been a resident of Washington for the previous consecutive 90 days. 

 

A concealed pistol license is valid for four years from the date of issue.  A licensee may renew a license if he or she applies for renewal within 90 days before or after the expiration date of the license. 

 

It is recommended that the Department of Licensing provide notice of renewal to concealed pistol licensees prior to the expiration of their licenses.

EFFECT OF PROPOSED SUBSTITUTE:

 

The term of the initial concealed pistol license or a renewal is from the date of issuance until the next expiration of the applicant's Washington State driver's license or Washington State identification card.  The Department of Licensing is required to send a renewal notice to the concealed pistol licensee's last known address of record 120 days prior to the expiration date of the license.

TESTIMONY FOR:

 

The Department of Licensing sends out renewal notices with regard to driver's licenses and various professional licenses.  It would be equally helpful for the department to provide notice of renewal to holders of concealed pistol licenses.
