BACKGROUND:

 

A public printer is appointed by the Governor and holds office at the Governor's pleasure.  Certain printing activities are mandated to be performed by the public printer. 

 

SUMMARY:

 

The printing of educational publications of the state historical societies is excluded from this section's application and from any restrictive provisions of this chapter.

TESTIMONY FOR:

 

The state historical societies need to have books published for profit for which they do not use state funds.  They want to be able to contract with printers directly, thus saving the public printer's mark up.

 

TESTIMONY AGAINST:

 

It is more expensive for printers to have to work separately with various state agencies.  The economies achieved by the public printer are a function of volume which, when lost, would undermine the printer's ability to serve the public.
