BACKGROUND:

 

The Employer Reporting Program requires employers in industries designated by statute to report new hire information to the Office of Support Enforcement (OSE). In 1992, a review of the program by the Legislative Budget Committee included a recommendation that OSE should make a priority list of industries to consider for inclusion within the reporting requirement.

 

The priority list prepared by OSE ranks as first priority the special trades construction industry.  This industry includes plumbing, electrical and carpentry businesses.  The industry was chosen because it has a large number of nonresidential parents, and up to 20 percent would match with an OSE case.  These businesses also have a high rate of newly hired or rehired employees. 

 

SUMMARY:

 

The list of industries subject to the requirement to report new hires is expanded to include special trades construction.
