Requiring priority processing of permits for public school facilities.

          AN ACT Relating to the priority processing of permits for public school facilities; adding a new section to chapter 35.21 RCW; and adding a new section to chapter 36.70 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 35.21 RCW to read as follows:

          A city or town shall give first priority to processing permits authorizing the siting and construction of public school facilities.

          A school district shall not be responsible for the costs of improvements offsite of school grounds unless the offsite improvements are directly related to new school facilities built on the school grounds.

NEW SECTION. Sec. 2.  A new section is added to chapter 36.70 RCW to read as follows:

          A county shall give first priority to processing permits authorizing the siting and construction of public school facilities.
