Giving local governments the option to acquire services or goods under arrangements by state agencies.

          AN ACT Relating to giving local governments the option to acquire services or goods under purchasing arrangements made by state agencies; and adding a new section to chapter 43.19 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.19 RCW to read as follows:

          The department shall include a requirement for local government participation in any invitation for bids for air service contracts.  Local governments shall be allowed to participate in the contract on the same terms and conditions as state agencies and institutions.  The department may require local governments that choose to participate in an air service contract to use a credit card that airlines require state employees to use, and to meet other conditions as specified by the department.  The department shall meet with representatives of local governments prior to soliciting invitations for bids for air service contracts.  If no airline is willing to include local governments as part of an air service contract, the state may solicit new bids without requiring local government participation.  In the event local governments are not allowed to participate in the air service contract on the same terms and conditions as state agencies and institutions, the department shall report the reasons why local governments are not included in the contract to the members of the senate government operations committee and the members of the house of representatives local government committee.
