Authorizing a negative check-off system for the collection of voluntary student fees.


          AN ACT Relating to student organizations' access to higher education institutions' registration and student account systems; and adding new sections to chapter 28B.15 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  Unless the context clearly requires otherwise, the definitions in this section apply throughout sections 2 through 5 of this act.

          (1) "Voluntary student fee" means fees, other than tuition or services and activities fees, that students may voluntarily elect to pay during the registration process at the state's community colleges, regional universities, The Evergreen State College, and state universities.

          (2) "Registered student organization" means an organization registered with, recognized by, or affiliated with the student governing association.

          (3) "Negative check-off system" means students that do not want to participate exercise their option by a negative response.

 

          NEW SECTION.  Sec. 2.  Registered student organizations soliciting voluntary student fees shall fully disclose the use of such fees and use fees for only such disclosed student purposes.  The administration may charge a reasonable user fee to registered organizations that use the registration and student account system.

 

          NEW SECTION.  Sec. 3.  (1) All registered student organizations with access to an institutional registration and student account system on or before September 30, 1991, shall continue to have access to the institutional registration system until the beginning of the 1995-96 academic year.

          (2) Beginning in the 1995-96 academic year and every third academic year thereafter, in order to continue access to the academic registration and tuition payment system, established registered student organizations shall receive a majority of votes from the recognized undergraduate student governing association.

 

          NEW SECTION.  Sec. 4.  All registered student organizations that have not had access to the registration and student account system before September 30, 1991, but desire access to the academic registration and tuition payment system shall complete the following process:

          (1) Registered organizations shall obtain the signatures of fifteen percent of registered full-time students on petitions supporting placing the issue on the general election ballot; 

          (2) Registered organizations shall obtain approval by a majority of participants in a vote of the student body; and

          (3) The organizations shall repeat this process every three years to continue access to the registration and tuition payment system.

 

          NEW SECTION.  Sec. 5.  (1)            Registered student organizations that are granted access to the system may determine the amount of voluntary contributions they request each quarter or semester.

          (2)  Students shall choose to contribute the voluntary student fee by a negative check-off system.

 

          NEW SECTION.  Sec. 6.  Sections 1 through 5 of this act are each added to chapter 28B.15 RCW.
