Regarding conflict resolution training.


          AN ACT Relating to a model curriculum for conflict resolution and creative problem solving; adding a new section to chapter 28A.300 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.300 RCW to read as follows:

          (1) The office of the superintendent of public instruction shall make available to local school districts trainers and violence-prevention materials for possible use in classrooms.  School districts shall be encouraged to seek collaboration of parents in the use of both the trainers and the materials.

          Training for conflict resolution and creative problem solving should include some of the following subjects:

          (a) Active listening and communicating;

          (b) Techniques for handling anger, bullying, and put-downs;

          (c) Bias awareness and appreciation of differences;

          (d) Problem-solving strategies;

          (e) Alternatives to violence for solving problems; and

          (f) The use of problem-solving techniques in contexts beyond the school situation.

          (2) The legislature shall provide moneys for schools to write innovative classroom and curriculum-based two-year grants for conflict resolution teaching in a school.  Grants shall show community support; in-classroom curriculum components; in-service training of the building staff; and integrate opportunities for student practice in resolving conflicts.

          (3) In large school districts, grants awarded to schools shall be in the amount of one hundred fifty thousand dollars for a two-year period.

          (4) In middle-sized school districts, grants awarded to schools shall be in the amount of eighty thousand dollars for a two-year period.

          (5) In small school districts, grants awarded to schools shall be in the amount of twenty thousand dollars for a two-year period.

 

          NEW SECTION.  Sec. 2.  The sum of two hundred fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1995, from the general fund to the superintendent of public instruction for the purposes of this act.
