Expanding the use of skill centers.


          AN ACT Relating to skill centers; and adding a new chapter to Title 28C RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  As retraining becomes a common part of an individual's work life, it is important that all vocational education opportunities be used to the maximum extent possible.  Skill centers established to provide vocational training for high school students are used during the morning and early afternoon.  These facilities are idle during the late afternoon and evening hours.  To assure that we meet the needs of our citizens in seeking training or retraining, all vocational training facilities should be used to the maximum extent possible.

 

          NEW SECTION.  Sec. 2.  High school age students shall be allowed to enroll in skill centers in the late afternoon and early evening.

 

          NEW SECTION.  Sec. 3.  Community and technical college students served at skill centers as a result of agreements pursuant to RCW 28B.50.530 may be charged other than the tuition and fees set forth in chapter 28B.15 RCW.  The enrollments generated pursuant to these agreements with skill centers may be in excess of the official enrollment level of the college district for state funding purposes.  The state board for community and technical colleges shall establish by rule the manner and means by which the fees to be charged these students shall be determined.

 

          NEW SECTION.  Sec. 4.  The office of the superintendent of public instruction shall administer, subject to available funding, two skill center pilot programs designed to increase skill center course offerings in the late afternoon and evening.  The two projects shall be geographically dispersed.  The work force training and education coordinating board is encouraged to provide funding for the pilot projects.

 

          NEW SECTION.  Sec. 5.  Sections 1 through 4 of this act shall constitute a new chapter in Title 28C RCW.
