Allocating presidential electors in proportion to the popular vote.


          AN ACT Relating to presidential electors; and adding a new section to chapter 29.71 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 29.71 RCW to read as follows:

          The allocation of the electors shall be as proportional to the popular vote of the state as possible.  Each presidential candidate shall be awarded the number of electors that corresponds to the candidate's proportion of the popular vote according to the following method:

 

          Total number of valid ballots

                                                   =           quota per elector

                           number of electors

 

          Number of ballots per candidate

                                                   =           electors awarded per candidate

                           quota per elector

 

          Each presidential candidate shall be awarded the number of electors to the left of the decimal point.  Leftover electors shall be awarded to the candidate or candidates with the highest fraction as indicated by the numbers to the right of the decimal point.
