Authorizing funds for developing and implementing a modified student calendar.


          AN ACT Relating to modified student attendance calendar grants; creating new sections; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  Unless the context clearly requires otherwise, as used in section 2 of this act, "modified student attendance calendar" means the restructuring of the school year for the purpose of providing more continuous learning and timely opportunities for intervention or enrichment by providing a schedule that contains shorter vacation periods spread throughout the year, or extending the school year beyond one hundred eighty days for some or all students, or other variations of the student attendance calendar.

 

          NEW SECTION.  Sec. 2.  (1) The state board of education may grant funds to selected school districts for the purpose of developing and implementing a modified student attendance calendar.  These grants shall be designed to encourage the implementation of a modified student attendance calendar, provide an opportunity to evaluate the effectiveness of a modified student attendance calendar, and provide models for other districts to follow.  The grants shall be in such amounts as determined by the state board of education.  The sum of all grants awarded shall not exceed the amount appropriated by the legislature for such purposes.

          (2) The state board of education shall adopt rules under chapter 34.05 RCW establishing a process for school districts to apply for grants and establishing criteria for awarding the grants.  In awarding grants:

          (a) No more than twelve individual schools or district-wide projects shall be selected;

          (b) Projects should reflect a balance among elementary, junior high or middle schools, and high schools, and as much as possible, a balance among geographical areas and school characteristics and sizes; and

          (c) Special consideration shall be given to a program design that includes some or all of the following:  Opportunities for timely intervention for remediation, enrichment activities, and staff development and increased effectiveness in use of district facilities and in delivery of the instructional program.

          (3) Each school district selected shall submit an annual report to the state board of education on the progress and effectiveness of the modified student attendance calendar project as a condition of receipt of continued funding.

          (4) The state board of education shall report to the legislature on the progress of the modified student attendance calendar grants by January 15, 1995, including a recommendation of the number of additional pilot projects, if any, which should be funded.

          (5) Projects funded may be extended for a period not to exceed three additional school years.  Continued funding of a project shall be conditioned on successful progress in the implementation of the modified student attendance calendar.

 

          NEW SECTION.  Sec. 3.  This act shall expire June 30, 1997.

 

          NEW SECTION.  Sec. 4.  The sum of five hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1995, from the general fund to the state board of education for the purposes of this act.
