Establishing an educator academy.


          AN ACT Relating to educators; adding new sections to chapter 28B.20 RCW; creating new sections; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  Increased collaboration between higher education, K-12 education, parents, the business community, the marketplace, and technological industry can only serve to enhance the performance of each.  To that end, chapter . . ., Laws of 1993 (this act) requires the University of Washington, with input from each of the groups or entities named in this section, to develop a plan for an educator academy.

          The purpose of the academy will be to provide the school districts of the south Puget Sound area with expertise, advice, and instruction to improve the performance of individual educators.  The academy will be service-oriented, and is intended to complement ongoing related activities of the University of Washington, the office of the superintendent of public instruction, educational service districts, school districts, the teacher assistance program, and other programs dedicated to quality schools.

 

          NEW SECTION.  Sec. 2.  In developing the plan for the educator academy, the University of Washington shall appoint an advisory board representing higher education, the office of the superintendent of public instruction, educational service districts, vocational training schools, teachers, students, parents, and the business community.

 

          NEW SECTION.  Sec. 3.  The University of Washington has broad discretion in determining the content of the plan for an educator academy under section 1 of this act.  Under the plan, functions of the academy shall include without limitation:

          (1) To provide direct counseling, training, and retraining to individual teachers in need of professional skills remediation; teachers may elect to use the services of the academy, or may be referred to the service of the academy by school district officials;

          (2) To provide advice, assistance, and information to educational service districts;

          (3) To provide advice, assistance, and information to school districts;

          (4) To develop a model program based on the latest research and developments in teaching techniques, and to make the program available to the office of the superintendent of public instruction, educational service districts, and school districts; and

          (5) To access the latest research and developments in the field of education, including the roles of vocational and technological training in student career preparation for today's marketplace, and to make the information available to the office of the superintendent of public instruction, educational service districts, and school districts.

 

          NEW SECTION.  Sec. 4.  The academy shall be under the supervision of the director of the education program, University of Washington Tacoma campus.  It shall be staffed with master teachers and requisite clerical and technical support.

 

          NEW SECTION.  Sec. 5.  The services of the academy shall not duplicate services available through educational service districts, the teacher assistance program, or other state-funded education enhancement initiatives, and shall conform to all school district policies and collective bargaining agreements.

 

          NEW SECTION.  Sec. 6.  The University of Washington shall submit the plan to the appropriate fiscal and policy committees of the legislature by January 10, 1994.

 

          NEW SECTION.  Sec. 7.  Sections 4 and 5 of this act are each added to chapter 28B.20 RCW.

 

          NEW SECTION.  Sec. 8.  Sections 2 and 3 of this act shall expire June 30, 1994.
