Making the auditor responsible for ensuring all moneys owed to the state are collected.


          AN ACT Relating to duties of the state auditor; and adding a new section to chapter 43.09 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.09 RCW under the subchapter heading "generally" to read as follows:

          (1) The state auditor shall ensure collection of all moneys owed to the state, including state accounts receivable, from public or private persons, agencies, entities, or organizations, with appropriate interest on past due accounts under RCW 43.17.240.

          (2) The state auditor shall contract with a private collection agency or agencies for the collection of accounts more than six months past due under this section, with the party responsible for the past due account to also be responsible for the costs of collection.  The auditor shall refer any account more than six months past due under this section to the private collection agency or agencies for collection.

          (3) The state auditor shall prepare a list bimonthly of all accounts receivable which includes the names of the debtors, the amounts owed, and clearly indicates accounts that are delinquent and the amounts of the delinquencies.
