AN ACT Relating to creating an aerospace industry legislative task force; creating a new section; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) An aerospace industry legislative task force is created to examine the impacts of the aerospace industry work slowdown for the purpose of making recommendations to the legislature regarding:
(a) Short-term and long-term assistance for workers made unemployed by the slowdown. Assistance could include extended unemployment benefits, job retraining, new employment assistance, family assistance, and other types of assistance; and
(b) A long-term approach to effectively diversifying the region most affected by aerospace business fluctuations, including recommendations regarding educational facilities, attracting diverse new industries and businesses, infrastructure concerns, and other related issues.
(2) The task force created in subsection (1) of this section shall be composed of at least twenty-one members appointed as follows:
(a) Three state representatives appointed by the speaker of the house of representatives who represent districts that are significantly affected by the aerospace industry, one of whom shall be cochair of the task force;
(b) Three state senators appointed by the senate majority leader who represent districts that are significantly affected by the aerospace industry, one of whom shall be cochair of the task force;
(c) One representative from the governor's office appointed by the governor;
(d) Three representatives from the aerospace industry appointed by the cochairs of the task force, at least one of whom shall be from The Boeing Company and at least one of whom shall be from an aerospace business other than The Boeing Company;
(e) Two representatives from chambers of commerce appointed by the cochairs of the task force who represent areas significantly affected by the aerospace industry, one of whom shall be from the Seattle chamber of commerce and one of whom shall be from a chamber of commerce in one of the cities most affected by the aerospace industry decline;
(f) Three representatives from unions appointed by the head of each union, respectively, one of whom shall be from the machinists union, one of whom shall be from the professional engineers union, and one of whom shall be from the King county central labor council;
(g) One King county councilmember appointed by the chair of the King county council;
(h) One representative from the suburban cities association appointed by the suburban cities association; and
(i) Four at-large members appointed by the cochairs of the task force, one of whom shall represent the higher education community, one of whom shall represent vocational education, one of whom shall represent trade, and one of whom shall represent a social service agency.
(3) The task force shall begin meeting before June 1, 1993.
(4) A report and recommendations shall be submitted to the standing committees of the legislature before December 1, 1993.
(5) This section shall expire December 31, 1993.
NEW SECTION. Sec. 2. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
