Defining a term for the administrative procedure act.

          AN ACT Relating to administrative law; and adding a new section to chapter 34.05 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 34.05 RCW under the subchapter heading "judicial review and civil enforcement" to read as follows:

          Unless the context clearly indicates otherwise, for the purposes of chapter 34.05 RCW, "rule" means guidelines, interpretive statements, policy statements, declaratory judgments whether binding or nonbinding, advisory opinions, or any other orders of an administrative agency meant to state the official position of the agency on a matter within its jurisdiction that affects a class of persons.
