Forbidding a special status based on sexual orientation.


          AN ACT Relating to prohibiting governments from basing minority status on sexual orientation; adding a new section to chapter 4.24 RCW; and providing for submission of this act to a vote of the people.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 4.24 RCW to read as follows:

          Neither the state of Washington nor its political subdivisions, including municipalities and school districts, through any branch, agency, department, board, commission, program, employee, or other instrumentality, shall enact, adopt, issue, declare, recognize, impose, or enforce a statute, regulation, ordinance, order, directive, or policy whereby any homosexual, lesbian, or bisexual preference, orientation, conduct, act, practice, or relationship shall entitle or otherwise be the basis for a person or class of persons to have or assert any minority status, quota preference, legal standing, familial privilege, public benefit, affirmative right, special protection, or claim of discrimination.

 

          NEW SECTION.  Sec. 2.  This act shall be submitted to the people for their adoption and ratification, or rejection, at the next succeeding general election to be held in this state, in accordance with Article II, section 1 of the state Constitution, as amended, and the laws adopted to facilitate the operation thereof.
