Regulating travel by agencies.


          AN ACT Relating to procedures for out-of-state travel by agencies; and adding a new section to chapter 41.04 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 41.04 RCW to read as follows:

          (1) The highest-ranking official in an agency shall authorize in writing travel taken for the agency:

          (a) Internationally; or

          (b) If two or more appointive officials or employees of the agency are going to the same out-of-state location or event.

          (2) The highest-ranking official in an agency shall make a separate authorization for each trip taken under this section.

          (3) The highest-ranking official in an agency may not delegate the duties imposed under this section unless the official has delegated all management responsibilities because of a long-term absence such as a vacation.

          (4) For the purposes of this section, the following definitions apply:

          (a) "Agency" means any commission, agency, or other body of the executive, judicial, or legislative branches of state government.

          (b) "The highest-ranking official" means the head of an agency or, for the head of an agency, the governor.
