Requiring certification of community and technical college intercollegiate coaches.


          AN ACT Relating to community and technical college intercollegiate coaches; and adding a new chapter to Title 28B RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  The qualifications and practices of community and technical college intercollegiate coaches in this state are not known to parents and sports participants.  Furthermore, there are a considerable variety of disciplines, theories, and techniques employed by coaches.  The legislature recognizes the right of all coaches to develop the skills of their individual players by using different coaching methods.  However, in order to ensure the skill and safety of different coaching techniques, the legislature finds it necessary to certify and register community and technical college intercollegiate coaches.

 

          NEW SECTION.  Sec. 2.  No person may coach in a state community college or technical college intercollegiate sport without being registered to coach by the state board for community and technical colleges.  No person may represent himself or herself as a coach in a community or technical college intercollegiate sport without being certified by the board under this chapter.

 

          NEW SECTION.  Sec. 3.  In addition to any other authority provided by law, the director of the state board for community and technical colleges shall:

          (1) Adopt rules to implement this chapter;

          (2) Set all certification, registration, and renewal fees under this chapter;

          (3) Establish forms and procedures necessary to administer this chapter;

          (4) Issue certification to any applicant who has met the requirements for certification;

          (5) Set educational, ethical, and professional standards of practice for certification;

          (6) Prepare and administer or cause to be prepared and administered an examination for all qualified applicants for certification;

          (7) Establish criteria for evaluating the ability and qualifications of persons applying for certification;

          (8) Issue a certificate to any applicant who has met the education, training, and conduct requirements for certification; and

          (9) Set competence requirements for maintaining certification.

 

          NEW SECTION.  Sec. 4.  The state board for community and technical colleges shall publish and disseminate information to educate the public about the responsibilities of coaches and the rights and responsibilities of students established under this chapter.  Solely for the purpose of administering this requirement, the board shall assess an additional fee for each registration and certification application and renewal equal to five percent of the fee.  The revenue collected from this fee may be appropriated by the legislature for the board's use in educating consumers under this section.

 

          NEW SECTION.  Sec. 5.  The board shall issue a coaching certification to any applicant meeting the following requirements:

          (1) Completion of a coaching training program that includes but is not limited to first aid training, techniques of building self esteem, ability to work with students from diverse backgrounds, demonstrated coaching competence, and ethical players' behavior;

          (2) Demonstration to the satisfaction of the board good moral character as verified by a background check; and

          (3) Providing evidence of character qualities that provide a good role model for community and technical college students.

 

          NEW SECTION.  Sec. 6.  Applications for certification shall be submitted on forms provided by the board.  The board may require any information and documentation that relates to the need to determine whether the applicant meets the criteria for certification provided for in this chapter.  Each applicant shall pay a fee determined by the board, which shall accompany the application.

 

          NEW SECTION.  Sec. 7.  A certificate issued under this chapter shall be renewed as determined by the board.  The board may establish rules governing continuing competence requirements.  An additional fee may be set by the board as a renewal requirement if certification has lapsed due to failure to renew before the certificate's expiration date.

 

          NEW SECTION.  Sec. 8.  The board shall issue a registration to any applicant who submits, on forms provided by the board, the applicant's name, address, list of sports coached, name and address of employer, and other information as determined by the board, including information necessary to determine whether there are grounds for denial of registration.  Each applicant shall pay a fee determined by the board that shall accompany the application.

 

          NEW SECTION.  Sec. 9.  The board shall establish by rule the procedural requirements and fees for renewal of registrations.  Failure to renew shall invalidate the registration and all privileges granted by the registration.  Subsequent registration shall require application and payment of a fee as determined by the board.

 

          NEW SECTION.  Sec. 10.  Sections 1 through 9 of this act shall constitute a new chapter in Title 28B RCW.
