Creating a telecommuting task force.


          AN ACT Relating to telecommuting; creating a new section; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  There is hereby created a telecommuting task force to examine transportation congestion in King county and potential ways telecommunications technology could be used to mitigate this problem by allowing people to work in their homes.  The task force shall make recommendations regarding a pilot program in an area state agency that reduces commuter trips by using telecommunications.  The program must be designed so it can be adapted for private-sector use.  The task force shall consist of at least the following members:

          (1) Two members of the house of representatives from King county, appointed by the speaker of the house of representatives, one of whom must be designated by the speaker as a task force co-chair;

          (2) Two members of the senate from King county, appointed by the senate majority leader, one of whom must be designated by the majority leader as a task force co-chair;

          (3) A representative from the governor's office, appointed by the governor;

          (4) Two representatives from the department of transportation familiar with King county traffic congestion patterns, appointed by the secretary of the department of transportation;

          (5) Six telecommunications industry representatives, including but not limited to software designers, computer manufacturers, and telephone companies, appointed by the governor;

          (6) Three King county-area business representatives to represent the employers' perspective, appointed by the governor; and

          (7) Two local government representatives, appointed by the governor.

          The task force shall begin meeting by May 25, 1993.  The task force shall report its recommendations to the legislature by January 1, 1994.  The task force shall be terminated after it has made its report to the legislature by January 1, 1994.

 

          NEW SECTION.  Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
