Enrolling dislocated aerospace workers in the basic health plan.


          AN ACT Relating to dislocated aerospace workers; adding a new section to chapter 70.47 RCW; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 70.47 RCW to read as follows:

          (1) The administrator, when specific funding is provided and where feasible, shall make the basic health plan available in aerospace impact areas, with priority given to dislocated aerospace workers in these areas.

          (2) Persons assisted under this section shall meet the requirements of an enrollee as defined in RCW 70.47.020.

          (3) For the purposes of this section:

          (a) "Aerospace impact area" means a county with a direct aerospace job loss of one thousand or more after January 1, 1993, as determined by the employment security department; and

          (b) "Dislocated aerospace worker" means:  (i) An aerospace worker, as determined by the employment security department, who (A) has been terminated or received notice of termination from employment; or (B) was self-employed in the aerospace industry, as determined by the employment security department, and has been displaced from his or her business because of diminishing demand for the business's goods or services; and (ii) at the time of last separation from employment, resided in or was employed in an aerospace impact area.

 

          NEW SECTION.  Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
