Developing regional airport strategy.


          AN ACT Relating to regional airport strategy; adding a new section to chapter 47.86 RCW; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  The legislature finds that a state interest exists in the present and future effectiveness of the Puget Sound area air transportation system and that the responsibilities and authorities of local, state, and federal governments involved in airport decision making are often complex and confusing.  It also finds that the major decisions regarding airports and their activities are often controversial and protracted and that the best interests of the public may not be well served by current governance.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 47.86 RCW to read as follows:

          The air transportation commission shall recommend to the legislature a regional airport strategy for the Puget Sound region that not only addresses air capacity requirements, but also is sensitive to the adverse social and environmental effects that air transportation has on surrounding communities.

          The commission's regional airport strategy must also include specific governance recommendations.  These recommendations must be based on a thorough review of the organizational structures in place and the processes used to reach policy and implementation decisions on controversial public airport issues.  The recommendations must also be based on the efficiency, effectiveness, and equity of the processes and decisions, as well as the commission's evaluation of alternative structures and processes.

 

          NEW SECTION.  Sec. 3.  The sum of five hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1995, from the transportation fund to the air transportation commission for the purposes of section 2 of this act.
