Creating a process for maintenance and efficient operation of state agency and school district facilities.



    AN ACT Relating to the maintenance and efficient operation of state agency and school district facilities; and creating new sections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature finds that the capital stock of facilities owned by state agencies represents a significant financial investment by the citizens of the state of Washington and that adequate maintenance is critical to preserving these facilities and realizing the full value of this investment.

 

    NEW SECTION.  Sec. 2.  Each state agency that owns and manages capital facilities shall include in its capital budget request for the 1995-1997 biennium a description of its facility maintenance and management program.  The office of financial management shall develop definitions and guidelines for the submission of, at a minimum, the following information by each agency:  A description of the agency's current facility maintenance and management program; a description of the maintenance requirements of the agency's facilities, including deferred maintenance; a description of any active or planned corrective or preventive maintenance program; and an estimate of staffing and budgetary resources associated with its facility maintenance and management program.

 

    NEW SECTION.  Sec. 3.  The office of financial management shall convene a study group to evaluate the information submitted under section 2 of this act and recommend ways to improve agency facility maintenance and management programs.  The study group shall include representatives of state agencies, including institutions of higher education, with maintenance expertise or budget responsibility.  The office of financial management shall report on the findings and recommendations of the study group to the appropriate fiscal committees of the legislature by December 1, 1995.
