Establishing a school administrator compensation lid.


          AN ACT Relating to school administrator compensation; adding a new section to chapter 28A.405 RCW; and providing an effective date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.405 RCW to read as follows:

          (1) School district boards of directors may not approve contracts that provide average salary and compensation increases to certificated or noncertificated administrative employees from any fund source whatsoever in excess of average salary and compensation increases that are provided by the board of directors to certificated instructional staff.

          (2) Increases in school district benefit contributions by school districts shall be included for purposes of determining salary and compensation increases under this section if contributions to benefits provided by a district exceed, or by virtue of the increase, will exceed the amount provided for benefits in the state operating appropriations act in effect at the time the benefit is payable.

          (3) For purposes of this section, salary and compensation shall not include the following:

          (a) Payment for unused leave;

          (b) Employer contributions for the following employee benefits:

          (i) Social security;

          (ii) Workers' compensation;

          (iii) Unemployment compensation; and

          (iv) Retirement benefits under a state retirement system.

          (4) The superintendent of public instruction shall ensure compliance with this section and shall adopt rules under chapter 34.05 RCW for compliance purposes.

          (5) Contracts in effect on the effective date of this section shall be exempt from this section.

 

          NEW SECTION.  Sec. 2.  This act shall take effect September 1, 1994.
