Aiding homeless unaccompanied youth.



    AN ACT Relating to temporary housing for homeless, unaccompanied youth; adding a new section to chapter 43.185 RCW; creating a new section; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  (1) The legislature finds that homeless, unaccompanied youth have essential needs that must be addressed if they are to be successfully reunited with their families or transitioned into independent living.  The legislature further finds that one of these essential needs is safe housing.

    (2) It is the intent of the legislature to facilitate the establishment and operation of temporary shelters for homeless, unaccompanied youth in which these youth can be housed safely and obtain appropriate supportive services.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 43.185 RCW to read as follows:

    (1) Notwithstanding the provisions of RCW 43.185.070, for the period beginning July 1, 1994, through June 30, 1995, the department shall give preference to applications for projects that provide temporary housing for homeless, unaccompanied youth.

    (2) Projects funded under this section shall provide assurances that the facility is maintained in compliance with applicable licensing and state and local building and safety codes.

    (3) This section shall expire July 1, 1995.

 

    NEW SECTION.  Sec. 3.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.

 

    NEW SECTION.  Sec. 4.  If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
