AN ACT Relating to allowing permit applicants to pay for additional staff or overtime costs for their permit applications to be processed more expeditiously; adding a new section to chapter 35.21 RCW; adding a new section to chapter 36.32 RCW; adding a new section to chapter 43.20A RCW; adding a new section to chapter 43.21A RCW; adding a new section to chapter 43.30 RCW; adding a new section to chapter 43.70 RCW; and adding a new section to chapter 43.300 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 35.21 RCW to read as follows:
At the sole discretion of the council of a city or town, a city or town may implement a system of processing permit applications where an applicant may pay the city or town an additional amount beyond the normal permit fees for the city or town to hire temporary staff, or pay overtime costs for existing staff, to review and process the permit application more expeditiously than is possible with existing staffing levels and normal working hours.
NEW SECTION. Sec. 2. A new section is added to chapter 36.32 RCW to read as follows:
At the sole discretion of the county legislative authority of the county, a county may implement a system of processing permit applications where an applicant may pay the county an additional amount beyond the normal permit fees for the county to hire temporary staff, or pay overtime costs for existing staff, to review and process the permit application more expeditiously than is possible with existing staffing levels and normal working hours.
NEW SECTION. Sec. 3. A new section is added to chapter 43.20A RCW to read as follows:
At the sole discretion of the secretary, the department may implement a system of processing permit applications where an applicant may pay the department an additional amount beyond the normal permit fees for the department to hire temporary staff to review and process the permit application more expeditiously than is possible with existing staffing levels and normal working hours.
NEW SECTION. Sec. 4. A new section is added to chapter 43.21A RCW to read as follows:
At the sole discretion of the director, the department may implement a system of processing permit applications where an applicant may pay the department an additional amount beyond the normal permit fees for the department to hire temporary staff to review and process the permit application more expeditiously than is possible with existing staffing levels and normal working hours.
NEW SECTION. Sec. 5. A new section is added to chapter 43.30 RCW to read as follows:
At the sole discretion of the supervisor, the department may implement a system of processing permit applications where an applicant may pay the department an additional amount beyond the normal permit fees for the department to hire temporary staff to review and process the permit application more expeditiously than is possible with existing staffing levels and normal working hours.
NEW SECTION. Sec. 6. A new section is added to chapter 43.70 RCW to read as follows:
At the sole discretion of the secretary, the department may implement a system of processing permit applications where an applicant may pay the department an additional amount beyond the normal permit fees for the department to hire temporary staff to review and process the permit application more expeditiously than is possible with existing staffing levels and normal working hours.
NEW SECTION. Sec. 7. A new section is added to chapter 43.300 RCW to read as follows:
At the sole discretion of the director, the department may implement a system of processing permit applications where an applicant may pay the department an additional amount beyond the normal permit fees for the department to hire temporary staff to review and process the permit application more expeditiously than is possible with existing staffing levels and normal working hours.
