Reporting crimes at a mall.



    AN ACT Relating to reporting crimes; adding a new section to chapter 35.71 RCW; and prescribing penalties.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 35.71 RCW to read as follows:

    A corporate authority, mall organization that administers a mall, or mall organization member that retains security guards to provide security services for pedestrians and mall members shall require the security guards to notify law enforcement if the security guards observe a crime committed at the mall or if a citizen has notified the security guards that a crime has occurred at the mall.  Mall security guards shall advise a person reporting a crime that the security guards will report the incident to law enforcement.  If a security guards fails to report an alleged crime to law enforcement, the corporate authority or mall organization shall be assessed a civil penalty of one thousand dollars.  The district court shall have jurisdiction over alleged violations of this section.
