Requiring an evaluation of the minor work rules.



    AN ACT Relating to the student-teacher-employer-parent partnership act; creating a new section; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature recognizes the importance of both education and employment experiences for the youth of this state.  In addition, the legislature recognizes that improved approaches to moving youth from educational experiences to employment is critical for their successful transition to the work force, that encouraging and developing partnerships between youth, their parents, employers, and teachers to provide realistic work experiences that enhance the student's educational experience are necessary to support these objectives, that the role of schools must be complementary to these objectives without imposing requirements that distract from the school's primary role as educational institutions, and that educational and parenting decisions should be further supported by minor work rules that establish minimum reasonable parameters for youth employment.  Therefore, the department of labor and industries is directed to begin an immediate evaluation of the minor work rules adopted under chapter 49.12 RCW and, by July 1, 1994, report to the governor and the appropriate committees of the legislature on the rules in effect on the effective date of this section.  The report shall include a summary of proposed changes in the minor work rules that will assist in accommodating the needs of the students and their parents, schools, and employers in providing balanced educational and work experiences for youth.

 

    NEW SECTION.  Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
