Creating an advisory committee to develop an ornithological research plan.



    AN ACT Relating to ornithological research; creating new sections; providing an effective date; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature finds that many talented citizens of Washington state have an interest in ornithology, and that countless volunteer hours are spent by these citizens participating in research and enhancement projects.  The legislature further finds that ornithological research is not coordinated state-wide, nor is it funded adequately at the state level.  It is the intent of the legislature to create an opportunity for a state-citizen partnership that will maximize the knowledge gained by coordinated research and will minimize the cost of such research.

 

    NEW SECTION.  Sec. 2.  The director of the department of fish and wildlife shall appoint a nine-member advisory committee to develop an ornithological research plan.  Membership on the committee shall include but not be limited to persons representing recognized Washington state ornithologists; members of the academic community in ornithology or related fields; amateur birdwatchers; federal, state, and local agencies; Indian tribes; and the environmental community. The advisory committee shall elect a chairperson, and shall meet at least quarterly.  Members of the committee shall receive no additional compensation for their services, however travel expenses shall be allowed in accordance with RCW 43.03.050 and 43.03.060.  Decisions of the committee shall be subject to final approval by the director.

 

    NEW SECTION.  Sec. 3.  The advisory committee shall prepare an ornithological research plan that emphasizes the use of citizen volunteers in conducting the research.  The committee shall submit the plan to the appropriate committees of the legislature by December 31, 1995.  The plan shall consist of the following:

    (1) A prioritization of ornithological research needs in the state;

    (2) An implementation plan for completing the research;

    (3) A proposed budget for implementation; and

    (4) Ways of incorporating volunteer activity and citizen donations into ornithological research.

 

    NEW SECTION.  Sec. 4.  The committee may solicit gifts, grants, conveyances, bequests, and devises, whether of real or personal property, or both, in fee or less than fee, in trust or otherwise, to be directed to the department for the purposes outlined in section 3 of this act.  The committee may solicit contracts for work, financial and in-kind contributions, and support from private industries, interest groups, federal and state sources, and other sources for the purposes of this chapter.

 

    NEW SECTION.  Sec. 5.  This act shall take effect July 1, 1994.

 

    NEW SECTION.  Sec. 6.  This act shall expire January 1, 1996.
