Encouraging the use of on-site sewage disposal systems appropriate for the local soil conditions.



    AN ACT Relating to on-site sewage disposal; adding new sections to chapter 70.118 RCW; adding a new section to chapter 54.16 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  It is the intent of the legislature to encourage the use of properly designed, installed, and operating on-site sewage systems appropriate for the local soil conditions, which are cost-effective and environmentally sound means of sewage disposal.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 70.118 RCW to read as follows:

    An on-site sewage disposal system appropriate for the local soil conditions that is designed by a professional engineer and installed under the direct supervision of a professional engineer shall be deemed to meet requirements and standards for on-site sewage disposal systems that are established by the department of health and local board of health.

 

    NEW SECTION.  Sec. 3.  A new section is added to chapter 70.118 RCW to read as follows:

    Local boards of health are encouraged to implement programs involving the periodic monitoring and inspection of on-site sewage disposal systems to ensure the adequate maintenance and operation of these systems, and including the imposition of fees necessary to finance these monitoring and inspection costs.

 

    NEW SECTION.  Sec. 4.  A new section is added to chapter 70.118 RCW to read as follows:

    Counties, sewer districts, public utility districts, and other municipal corporations that provide sewerage utilities are encouraged to provide and operate properly designed and operating on-site sewage disposal systems as a cost-effective and environmentally sound means of sewage disposal.

 

    NEW SECTION.  Sec. 5.  A new section is added to chapter 54.16 RCW to read as follows:

    The authority of a public utility district to provide sewerage systems includes on-site sewage disposal systems that are appropriate for local soil conditions on the site.
