Establishing a joint select committee on alternative futures.

          WHEREAS, The state of Washington is entering a new era characterized by the movement toward an information-based economy, the development of comprehensive Pacific Rim trade, and a growing and diversified population; and

          WHEREAS, The economic and demographic changes in the state necessitate an examination of the philosophical underpinnings driving current governmental policy and an identification of philosophical changes that need to occur as we adapt to a more international, information-based society; and

          WHEREAS, These changing philosophical approaches will coincide with the development of new goals for the state; and

          WHEREAS, The legislature is in a unique position to receive public input and thus develop a new vision for the state that incorporates these changing goals and philosophies; and

          WHEREAS, The people should have the opportunity to vote on alternative directions for the future;

          NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a Joint Select Committee on Alternative Futures be established to identify alternative futures and to submit these options to the legislature and the people to determine the direction of the state's future; and

          BE IT FURTHER RESOLVED, That the committee consist of eight members, two representatives from each of the four legislative caucuses, to be appointed by the Speaker of the House of Representatives and the President of the Senate; and

          BE IT FURTHER RESOLVED, That the committee contract with one or more of the public policy institutes in the state to assist the committee in identifying alternative futures:  PROVIDED, That all such expenses shall be subject to the approval of the House of Representatives Executive Rules Committee and the Senate Facilities and Operations Committee; and

          BE IT FURTHER RESOLVED, That the committee submit its alternative future to the legislature at the regular session held in 1995 for legislative approval, and then to the voters for approval in the next general election following legislative approval; and

          BE IT FURTHER RESOLVED, That each political party be asked to develop and submit its plan for the future so that the people will have various alternative futures from which to choose.
