Authorizing special license plates to support threatened or endangered food fish.


          AN ACT Relating to supporting threatened or endangered food fish; and adding new sections to chapter 46.16 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 46.16 RCW to read as follows:

          (1) A resident of this state may, in addition to the application required by RCW 46.16.040, apply to the department for a set of license plates designed by the department that indicates the recipient of the plates supports the state's efforts to protect and enhance salmon and other food fish listed as threatened or endangered by the national marine fisheries service pursuant to the federal endangered species act.

          (2) In addition to the regular registration fee and any other fees and taxes required to be paid upon registration, the applicant shall be charged a fee of thirty-five dollars.  In addition to the regular renewal fee and in addition to any other fees and taxes required to be paid, the applicant for a renewal of such plates shall be charged an additional fee of thirty dollars.

          (3) Fees received by the department for purchase of special license plates described in this section shall be deposited into the endangered food fish support account created under section 2 of this act.

          (4) The plate shall remain with the recipient upon transfer or other disposition of the vehicle, and may be used on another motor vehicle registered to the recipient in accordance with RCW 46.16.595 for such transfers.

          (5) Administrative costs incurred by the department of licensing as a direct result of this section shall be appropriated by the legislature from the endangered food fish support account.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 46.16 RCW to read as follows:

          The endangered food fish support account is created in the state treasury.  All receipts from fees under section 1 of this act shall be deposited into the account.  Moneys in the account may be spent only after appropriation.  Expenditures from the account may be used only for the purposes stated in section 1 of this act.
