Promoting before-and-after-school child care.


          AN ACT Relating to before-and-after-school child care; adding new  sections to chapter 28A.525 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  (1) The legislature finds that a significant number of school age children in the state of Washington are not under the care and supervision of an adult during the hours before and after school, on school holidays, during the summer when school is not in session, and while their parents work or are engaged in job training and professional preparation programs.  The legislature finds that these children are at risk and that the provision of before-and-after-school child care will promote not only the safety and welfare of these children, but their ability to learn and develop into healthy and productive citizens.

          (2) It is the intent of the legislature to promote the growth, development, and safety of school age children by supporting the establishment of high quality before-and-after-school child care programs, in partnership with local governments and the private sector.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.525 RCW to read as follows:

          As part of its priority system for providing state assistance for school construction projects, the state board of education, by rule, shall provide a priority factor for projects that include space for before-and-after-school child care for school age children.

 

          NEW SECTION.  Sec. 3.  A new section is added to chapter 28A.525 RCW to read as follows:

          The state board of education may provide to school districts up to ten percent matching funds for space used exclusively for before-and-after-school child care for school age children when built in conjunction with a new or modernization school construction project that has been approved by the state board of education.  To be eligible for matching funds under this section, local school districts shall provide at least ninety percent of the funds for the space for before-and-after-school child care.
