Requiring pharmacists to provide comprehensive pharmacy services.


          AN ACT Relating to pharmaceutical services; adding a new chapter to Title 70 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  LEGISLATIVE FINDINGS.  The legislature finds that:

          (1) The current emphasis on control of the initial costs of dispensing prescriptions is misplaced, and ignores both the immediate and the long-term benefits of a "comprehensive pharmacy services" plan, plus cognitive services;

          (2) Comprehensive pharmacy services plan plus cognitive services protects the patient from "drug misadventures"; and

          (3) Comprehensive pharmacy services benefits includes the monitoring of the drug regimen necessary to achieve the desired therapeutic outcomes.

 

          NEW SECTION.  Sec. 2.  DEFINITIONS.  Unless the context clearly requires otherwise, the definitions in this section apply throughout this chapter.

          (1) "Cognitive services" means those services provided by a pharmacist to or for a patient or health care practitioner that are judgmental or educational in nature, rather than technical or informational.

          (2) "Comprehensive pharmacy services" or "pharmaceutical care" means the responsible provision of drug therapy by a pharmacist for the purpose of achieving specific outcomes that improve the patient's quality of life.

 

          NEW SECTION.  Sec. 3.  PHARMACIST RESPONSIBILITIES.  In the utilization of comprehensive pharmacy services, the pharmacist is responsible for:

          (1) The use of cognitive services;

          (2) Establishing the pharmacist-patient relationship;

          (3) Collecting, synthesizing, and interpreting the relevant information;

          (4) Listing and ranking the patient's drug-related problems;

          (5) Establishing a desired pharmacotherapeutic outcome for each drug-related problem;

          (6) Determining feasible pharmacotherapeutic alternatives;

          (7) Choosing the "best" pharmacotherapeutic solution and individualizing the therapeutic regimen;

          (8) Designing a therapeutic monitoring plan;

          (9) Implementing the individualized regimen and monitoring plan; and

          (10) Instituting follow-up procedures to measure success in individual cases and in long-term implementation.

 

          NEW SECTION.  Sec. 4.   CAPTIONS NOT LAW.  Captions as used in this act constitute no part of the law.

 

          NEW SECTION.  Sec. 5.  Sections 1 through 3 of this act shall constitute a new chapter in Title 70 RCW.
